Strategic documents of the information society
The Information Society Strategy for 2009 - 2013was approved by the Government of the Slovak Republic on 21 October 2009. In this document, the Ministry of Finance of the Slovak Republic, in collaboration with the Government Plenipotentiary for Information Society, presents an updated strategy for the information society building in Slovak Republic. Apart from the effort to reflect the new areas and trends of ICT development, this high-profile strategic document for the development of information society has also been inspired by a need to streamline and update the existing strategic documents the timeframes of which have been mostly expired. At the same time, it has become necessary to clearly define the key areas of information society development, emphasise mutual linkages, and put in place a framework for the new, partial strategic documents covering different areas of information society development, which either have been or are being prepared.
The eGovernment Strategy of the Slovak Republicis a crucial strategic document for the management of the eGovernment implementation process. This strategy was approved by Government Resolution No. 131/2008 of 27 February 2008. The Slovak Government thus confirmed its commitment under the Government Manifesto to modernise public administration through economisation and the use of ICTs. This strategy was prepared by the Ministry of Finance of the Slovak Republic in cooperation with the Government’s Office and the Government Plenipotentiary for Information Society, Pavol Tarina. The National Concept of eGovernmentis a strategic document which defines the principles of the building up of eGovernment and introduction of eGovernment-powered services in Slovakia. The National Concept of eGovernment specifies the architecture of the information systems in public administration and proposes that these are built on standards that ensure their independence from technology platforms, flawless interoperability and simple interconnection and cooperation of all public administration systems. The National Concept of eGovernment was approved by the Government at its 97th session on 21 May 2008. The Concept of Software Products Usage for Public AdministrationUnder government resolution No. 950 of 17 December 2008 concerning the report on the fulfilment of a multi-licence Microsoft Enterprise Agreement and a proposal for its extension, the Minister of Finance has been tasked to ensure the preparation of a Concept of Software Products Usage for Public Administration by 30 June 2009. The purpose of the document is to define a framework strategy for the procurement, placement and operation of software products in the Slovak public administration environment in line with the eGovernment development objectives set for the upcoming years and in compliance with EU requirements and recommendations. The goal of the document is to ensure common understanding of the new approach to the use of software products in public administration; to identify options to save costs throughout a whole life cycle of the usage of software products in public administration and to identify subsequent steps necessary in order to implement the principles of effective use of software product in the upcoming year. The Concept of SW Products Usage for PA was approved by Government Resolution No. 523/2009 of 15 July 2009.
National Strategy of the Slovak Republic for Digital Integrationin compliance with the key EU initiative in the area of information society concerning digital integration and ageing, the Ministry of Finance of the Slovak Republic has prepared this document in order to provide information on the current state of play with respect to the digital integration efforts in Slovakia, define the priorities, recommend the measures and activities to be taken in order to address the existing situation, and present particular steps to be implemented in this area in the near future. This strategic document was approved by the Slovak Government on 3 December 2008.
National Reform Programmefor 2006-2008, adopted by Government Resolution No. 797/2005 of 12 October 2005, builds on the revised Lisbon Strategy, refocused on growth and employment. The 2006-2008 NRP is based on the Competitiveness Strategy for the Slovak Republic until 2010. The NRP introduces a new coordination process carried out in three-year programme cycles and builds on the new principles of EU economic policy.
Based on the first progress report and the need to define new measures in compliance with the Government Manifesto, as well as on the basis of recommendations by the European Commission, an Addendum to the 2006-2008 NRP was prepared. This Addendum was approved on 13 December 2006 by Government Resolution No. 1056/2006 and contains more detailed tasks to be preformed in the priority areas of the National Lisbon Strategy with regard to the goals of the new Slovak Government. Roadmap for the Introduction of Electronic Public Administration Serviceswas prepared on the basis of the Strategy and Action Plan for the Development of the Information Society and conclusions of the government-approved Competitiveness Strategy for the Slovak Republic until 2010. The Roadmap represents a comprehensive proposal on how to build and develop eGovernment through the introduction of ICT-based services. The document also includes an implementation schedule for all operations and services to be provided to citizens, businesses or public administration in an electronic format in the future. The Roadmap covers not only activities relating solely to internet-based eGovernment services, but also an implementation schedule for all basic components necessary for the development of eGovernment as such. The proposed project schedule extends until the end of 2008. The Roadmap was approved by Government Resolution No. 837/2005 on 19 October 2005. National Sustainable Development Strategyadopted by Government Resolution No. 978/2001 on 10 October 2001 builds on the UN Conference on Environment and Development held in 1992 in Rio de Janeiro. It introduces the most up-to-date possibilities for the application of highly effective principles of global development of the state, while respecting UN, OECD and EU documents on sustainable development, since the final document integrates the key strategies and policies drafted by all sectors. Having prepared its own National Sustainable Development Strategy, the Slovak Republic joined the family of the most advanced countries that have similar documents already in place; in this way, Slovakia contributes to attaining a higher level of global security in Europe and in the world. Based on the Strategy, Government Resolution No. 574/2005 of 13 July 2005 approved the Sustainable Development Action Plan for 2005-2010 which represents an overview of current tasks arising from Slovakia’s membership in the EU and its international commitments to the UN and OECD. The Action Plan summarises priorities and tasks under the National Sustainable Development Strategy. It complies with the European Commission’s requirements to have clearly defined sustainable development objectives, more effective procedures for their evaluation, and to make use of synergies between complementary operations and policies. Objectives under the action plan are measured using the set indicators, and fulfilment is evaluated on a regular basis. The Action Plan is a follow-up document to the National Sustainable Development Strategy adopted in 2001, as well as to the Basis of the Sustainable Development Action Plan adopted in 2005, and specifies in more detail their objectives and the means of funding. Competitiveness Strategy for the Slovak Republic until 2010is a Slovak adaptation of the Lisbon Strategy approved at the EU Summit in Lisbon in 2000. The Competitiveness Strategy for the Slovak Republic until 2010 was approved by Government Resolution No. 140/2005 on 16 February 2005. The document defines those Slovak policy priorities that contribute most substantially to pursuing the Lisbon Agenda. Strategy and Action Plan for the Development of the Information Societystemming from the Slovak Information Society Policy, was approved by Government Resolution No. 43/2004 on 21 January 2004. The Strategy for the Development of the Information Society, also known as the Information Society Strategy, is carried out through action plans, i.e. specific and binding schedules of activities pertaining to the development of the information society. The action plans contain commitments in respect of particular tasks and a list of institutions responsible for their performance. The following annexes are attached to the Strategy: Slovak Information Society Policyis based on the eEurope+ initiative and constitutes a basic document on the development of the information society. One of the priority objectives under this policy is the preparation and promotion of a long-term Information Society Strategy and its implementation through short-term action plans and medium-term programmes. The Information Society Policy and the Information Society Strategy of 2004 are documents of nation-wide importance. The policy was approved by Government Resolution No. 522/2001
